Removes Minneapolis civilian police review authority from exemption to state police officer procedures and provisions, making them subject to uniform statewide standards.

Prohibits civilian review boards, commissions, and oversight bodies from making binding findings of fact, determinations, or imposing discipline against police officers.

Allows civilian review bodies to make advisory recommendations regarding complaint merits, but these recommendations are non-binding and do not limit the authority of the chief law enforcement officer.

Both amendments are effective August 1, 2012.
