Amends Laws 2011 to allow the Badoura State Nursery to sell plant stock to soil and water conservation districts for use on private or public lands for conservation projects.

Limits new plantings at the Badoura State Nursery to research use, planting on public lands or private conservation lands with permanent protection, or sale to soil and water conservation districts.

Permits excess plant material to be sold or traded to private wholesale nurseries.

Requires the commissioner of natural resources to submit a budget and financial plan for state nurseries by January 15, 2012, including a long-term business plan for self-sufficient operation of the Badoura nursery and options for the General C.C. Andrews State Nursery.

Effective the day following final enactment.
