Amends Minnesota Statutes section 125A.515 by adding a new subdivision clarifying school district obligations regarding out-of-state students.

School districts are not required to provide educational services to students who are not Minnesota residents, lack an individual education plan, and have no tuition arrangement with the placing authority.

Applies only to students without disabilities; does not affect services provided to students with disabilities or in-state residents.

Effective July 1, 2011, for fiscal years 2012 and later.
