Expands the definition of materials eligible for nonpublic pupil textbook aid to include "software or other educational technology" alongside traditional textbooks, workbooks, and electronic books.

Requires school districts and intermediary service areas to purchase or acquire software, programs, applications, hardware, and other electronic educational technology for nonpublic school pupils upon formal request, loaning these materials free of charge for the school year.

Maintains that title to all textbooks, instructional materials, software, and educational technology remains with the school district or intermediary service area, with possession granted to nonpublic school administrators.

Requires materials to be secular, neutral, and nonideological, and prohibits use in religious courses, devotional exercises, religious training, or other religious activities.

Establishes that per-pupil costs for these materials cannot exceed the statewide average expenditure per pupil in Minnesota public schools, adjusted annually for inflation; effective July 1, 2012.
