Increases the compulsory school attendance age from 16 to 18 years old, or until a child successfully completes high school graduation requirements, whichever comes first.

Requires the person providing instruction to report information about children between ages 7 and 16 to the district superintendent, rather than the current broader age range.

Redefines "habitual truant" to apply to children under 18 years old (instead of under 16) who are absent from school without lawful excuse for seven school days per school year in elementary school or for seven school days with one or more class periods missed in secondary school.

Repeals the provision allowing 16 and 17-year-olds to withdraw from school without parental consent, eliminating the previous legal withdrawal option for those ages.

All changes are effective for the 2013-2014 school year and later.
