Removes language discouraging diversions of water from Minnesota for use in other states, regions of the United States, or Canada from section 103G.261.

Adds new subdivision 2a to section 103G.265 requiring legislative approval for water diversions to be based on three considerations: whether the diversion is reasonable, not contrary to conservation of state waters, and not detrimental to public welfare.

Maintains existing water allocation priorities ranking domestic supply first, followed by small consumptive uses, agricultural irrigation, power production, and other large consumptive uses.

Effective the day following final enactment.
