Authorizes commissioner of natural resources to appoint agents to issue snowmobile registrations, with agents retaining the $2 issuing fee per registration.

Increases snowmobile registration fees from $45 to $75 for three years and duplicate/transfer fees from $4 to $10.

Modifies snowmobile state trail sticker requirements and fees: $35 for one-year individual stickers, $15 for dealer/manufacturer stickers, and $70 penalty sticker for violations (increased from $30).

Requires agents to deposit all registration fees except the issuing fee to the commissioner, with funds credited to snowmobile trails and enforcement account.

Adds requirement that no less than a specified percentage of registration and trail sticker fee revenue be allocated to grants-in-aid for trail development, maintenance, grooming, and easement acquisition.
