Amends Minnesota Statutes section 120A.40 to allow school districts to begin the school year before Labor Day if the district canceled at least two instructional school days in the previous school year due to flood, tornado, or fire.

Adds this natural disaster exception as a fourth condition (in addition to existing exceptions for construction projects of $400,000 or more, cooperative agreements, and agreements with adjoining state districts).

Effective the day following final enactment.
