Establishes voluntary mental health certification for adult foster care homes serving people with mental illness where the home is not the license holder's primary residence.

Requires all staff in certified homes to complete at least seven hours of annual training covering mental health diagnoses, crisis response, recovery, treatment options, medications, co-occurring conditions, and community resources.

Mandates certified homes have a mental health professional available for consultation, maintain a mental health crisis protocol, and include crisis prevention and management plans in Individual Placement Agreements.

Exempts adult foster care homes certified under these requirements from the licensing moratorium that otherwise prohibits new licenses for homes that are not the license holder's primary residence.

County licensing agencies review ongoing compliance with certification requirements at each licensing review and can recommend removal of certification to the commissioner if requirements are not met.
