Establishes staggered, four-year terms for Metropolitan Council members instead of terms ending with the governor's term, with even-numbered districts' terms ending the first Monday in January of years ending in "7" and odd-numbered districts' terms ending in years ending in "5"

Removes the provision that council members serve at the pleasure of the governor and replaces it with removal only for misfeasance, malfeasance, or nonfeasance in office, requiring written charges and an opportunity for the member to be heard in defense

Requires appointments to the council to be made by the first Monday in March of the year in which the term ends

Applies to appointments made from districts drawn in 2013 and thereafter
