Authorizes a specific Teachers Retirement Association member born August 13, 1951, who began teaching in Anoka-Hennepin school district in January 1979, to purchase service credit for periods of voluntary layoff and extended leave of absence.

Permits purchase of service credit for voluntary layoff or "other" leave from July 1, 1989, to June 30, 1991, and extended leave from July 1, 1991, to June 30, 1994, despite failure to make timely contributions.

Overrides Minnesota Statutes sections 354.05, subdivision 13, and 354.094, which normally prohibit such purchases without timely payments.

Applies Minnesota Statutes section 356.551 to govern the terms and conditions of the service credit purchase.

Expires one year from the effective date, meaning the eligible person must complete the purchase within that timeframe.
