Proposes an amendment to Minnesota Constitution, article IX, section 1, to change the threshold for proposing constitutional amendments from a simple majority to a two-thirds vote of each house of the legislature.

Maintains that proposed amendments must still be published with session laws and submitted to voters for approval or rejection at a general election.

Requires voter ratification by a majority of all electors voting at the election for an amendment to become part of the constitution.

Mandates submission of the proposed amendment to voters at the 2012 general election with a yes/no ballot question on the two-thirds requirement.
