Creates the early graduation achievement scholarship program for secondary students who complete graduation requirements early with school approval.

Provides scholarship amounts of $2,500 for one semester/two trimesters early, $5,000 for two semesters/three-four trimesters early, or $7,500 for three or more semesters/five or more trimesters early.

Allows scholarships to be used at any accredited higher education institution and requires students to submit enrollment verification forms to receive semester-by-semester payments up to their scholarship maximum.

Permits school districts to reallocate general education revenue from 12th grade early-graduating students who do not participate in the scholarship program to fund all-day kindergarten and prekindergarten programs.

Appropriates necessary funds from the general education aid appropriation to support the early graduation achievement scholarship program beginning in fiscal year 2012.
