Adds definition of "Navigator" to Minnesota insurance law, referencing persons described in federal Public Law 111-148, section 1311, paragraph (i)

Amends licensing requirements to include navigators acting in regard to insurance, requiring licensure under sections 60K.30 to 60K.56

Exempts navigators who only facilitate enrollment in state subsidized public programs administered by the Department of Human Services from licensing requirements

Clarifies that an insurance license does not create any actual, apparent, or inherent authority for the holder to represent or commit an insurance carrier

Effective date is the day following final enactment
