Requires state aid to be paid to the district or charter school of attendance upon request, rather than requiring agreement between districts.

Allows the resident district and district or charter school of attendance to negotiate agreements regarding payment of specific transportation cost categories, with aid paid accordingly.

Effective for revenue for fiscal year 2014 and later.
