Modifies wetland replacement requirements for drained or filled wetlands, allowing restoration-only replacement in cultivated fields without a deed restriction requirement if the wetland is not converted to nonagricultural use for ten years.

Restructures de minimis exemptions from wetland replacement plans by creating separate thresholds for projects outside shoreland zones (10,000 square feet for type 1, 2, 6, or 7 wetlands in greater than 80 percent areas) and within shoreland zones (400 square feet for type 1, 2, 6, or 7 wetlands beyond building setback, 100 square feet within building setback).

Increases allowable de minimis impact for type 3, 4, 5, or 8 wetlands and white cedar/tamarack wetlands from 100 square feet to 200 square feet outside shoreland zones.

Authorizes the Board of Water and Soil Resources to establish, sponsor, or administer a wetland banking program allowing monetary payments to the bank for impacts to wetlands on agricultural land and in greater than 80 percent areas.

Allows the Board of Water and Soil Resources to adopt rules for a state program to regulate discharge of dredged and fill material and potentially administer federal Clean Water Act section 404 permitting programs in Minnesota.
