Establishes affirmative defense to voter registration violations if individual requests withdrawal of registration in writing before charges are filed and does not vote between submission and withdrawal.

Requires county auditor to notify individuals whose voter registration eligibility is questioned based on public entity records, stating reasons and requiring written reaffirmation to be registered.

Directs Department of Corrections to provide Secretary of State monthly data on individuals serving felony sentences or on probation for felony offenses resulting in civil rights loss, with Secretary of State checking statewide voter registration system against this data.

Requires Secretary of State to mail notices at least one month before state general elections: notifying probationers that voting while on probation for civil rights-loss felonies is itself a felony, and notifying those who completed probation that voting rights are restored.

Prohibits acceptance of absentee ballot applications listing addresses of felony-only correctional facilities and requires county auditor to transmit such applications to county attorney; makes violating voter registration eligibility requirements a misdemeanor if no ballot cast, felony if ballot cast.
