Appropriates $6,000,000 annually from the general fund for rate years beginning October 1, 2012, 2013, and 2014 to nursing facilities for electronic health record adoption and health information exchange costs.

Allows nursing facilities to request rate adjustments up to $75,000 per facility by submitting actual or estimated technology project costs to the commissioner by July 15 prior to each rate year.

Defines allowable expenditures as hardware, software, project management, consultant fees, staff training, new staff, and building improvements related to health information technology.

Requires facilities using estimated costs to report actual expenditures within 90 days of project completion but no later than February 1, 2016, with commissioner authority to recoup unspent or excessive funds.

Appropriates $1,000,000 in fiscal year 2013 to the Department of Health for grants up to $50,000 per eligible organization in the elderly waiver program for electronic health record adoption, with awards based on Medicaid revenue percentage.
