Amends the Washington County Housing and Redevelopment Authority to operate as a county authority under Minnesota Statutes sections 469.001 to 469.047, replacing the previous reference to the municipal housing and redevelopment act (sections 462.411 to 462.711).

Grants the Washington County Housing and Redevelopment Authority jurisdiction over all territory within Washington County, including all cities and areas where city housing and redevelopment authorities operate, regardless of Minnesota Statutes sections 469.005 or 469.008 restrictions.

Removes the previous provision that prevented the county from exercising jurisdiction in municipalities where a municipal housing and redevelopment authority is established.

Clarifies that the county authority's jurisdiction and area of operation are not affected by any required concurrence under Minnesota Statutes section 469.004, subdivision 5.

Makes sections 1 and 2 remedial in nature to validate prior actions by Washington County or its Housing and Redevelopment Authority that were taken under these newly clarified powers, effective upon compliance with Minnesota Statutes section 645.021 notice requirements.
