Authorizes the commissioner to issue general permits to governmental subdivisions or the general public for various natural resource activities including endangered species management, wildlife activities, water work projects, and aquatic plant management.

Removes the requirement that general permits for public waters work and water appropriation be limited to activities with "minimal impact," allowing broader use of general permits.

Establishes a $100 notification fee for projects conducted under general permits, while exempting state and federal agencies from permit application fees and capping town road/bridge/culvert permit fees at $100.

Allows general permits to authorize multiple projects and water sources under a single permit, with processing fees and reports required for each project or water source except those using less than 15 million gallons annually.

Permits general permits for aeration systems (with optional $100 fee per system), aquatic plant management, and aquatic plant harvesting, with authorization for multi-season permits where applicable.
