Increases maximum prison sentences for first-degree criminal sexual conduct from 30 to 60 years, second-degree from 25 to 50 years, third-degree from 15 to 40 years, and fourth-degree from 10 to 30 years, effective August 1, 2011.

Establishes mandatory indeterminate sentences with minimum incarceration periods: 60 years (288 months minimum) for first-degree offenders, 50 years (180 months minimum) for second-degree, 40 years (96 months minimum) for third-degree, 30 years (48 months minimum) for fourth-degree, and 20 years (30 months minimum) for repeat fifth-degree offenders.

Imposes mandatory life sentences without possibility of release for offenders with two or more heinous elements or repeat offenders meeting specified criteria involving violence, weapons, or multiple victims.

Creates the Sex Offender Indeterminate Sentence Review Board consisting of 5 members appointed by the governor and chief justice to review release petitions and supervise conditional release terms for indeterminate sentence offenders.

Requires offenders to demonstrate by clear and convincing evidence that they no longer pose a public threat, completed sex offender programming, and are capable of reintegration before the board may grant release after serving minimum sentence.
