Amends contractor recovery fund fees based on gross annual receipts with scheduled increases effective July 1, 2013 and July 1, 2015, ranging from $330-$350 for contractors under $1,000,000 in receipts to $540-$580 for those over $5,000,000.

Removes fund purposes related to educational or research projects in residential contracting and public information initiatives, limiting the fund solely to compensating homeowners and reimbursing the department for administrative expenses.

Establishes payment caps at $75,000 per licensee per claim and $150,000 per licensee total, with all claims subject to payment limitations regardless of when the breach occurred.

Requires claimants to disclose any remuneration or compensation already received for the loss, with that value deducted from the final fund payment.

Authorizes the commissioner to consult qualified experts when reviewing and deciding recovery fund claims, and repeals subdivision 16 of the existing statute.
