Replaces "travel baggage insurance" with "travel insurance" in Minnesota licensing statutes to broaden the definition of covered travel-related risks.

Establishes "travel retailers" as business entities authorized to offer and disseminate travel insurance on behalf of licensed travel insurance producers without requiring individual producer licenses.

Requires travel insurance producers to maintain registers of affiliated travel retailers, designate a responsible producer for compliance oversight, comply with fingerprinting requirements, and ensure retailer employees receive training on travel insurance products.

Permits travel retailers to provide general information about coverage, process applications, collect premiums, and perform other nonlicensable activities related to travel insurance sales.

Takes effect July 1, 2012.
