Defines "passenger rail" as intercity rail passenger transportation as specified in federal law (49 U.S.C. § 24102(4)).

Establishes the commissioner's responsibility for all aspects of planning, designing, developing, constructing, equipping, operating, and maintaining passenger rail systems and infrastructure.

Authorizes the commissioner to enter into agreements with public or private entities, including Amtrak, railroads, and regional authorities, to carry out passenger rail duties.

Grants the commissioner power to acquire land and property by purchase, gift, or eminent domain to preserve or construct passenger rail corridors.

Allows contracts with Class I railroads for joint or shared use of right-of-way and passenger rail services, with specified liability provisions under federal law and authority to allocate financial responsibility and insurance between parties.
