Allows a small employer with workforce reduced to one covered employee to continue small employer health coverage if the plan has been continuously in effect for at least 12 months before the reduction.

Requires the remaining covered employee to have been continuously covered under that plan for the entire 12-month period prior to workforce reduction.

Health carriers must make plan renewals available to such employers on the same basis as renewals for employers still meeting the small employer definition.

Effective the day following final enactment.
