Amends Minnesota Statutes section 477A.011, subdivision 36, to modify the city aid base calculation and local government aid payments for certain cities.

Adds a new subsection (z) effective for aids payable in calendar year 2013 and thereafter, increasing the city aid base by $12,000 for cities with 2010 population less than 100, population growth greater than 55 percent between 2000 and 2010, and commercial industrial percentage greater than 15 percent.

Creates a one-time payment of $12,000 in calendar year 2012 for cities meeting the same population and commercial industrial criteria, paid on the same schedule as regular local government aid.

Specifies that the 2012 payment amount shall be appropriated from the general fund in fiscal year 2013.

Effective dates: Section 1 applies to aids payable in 2013 and thereafter; Section 2 is effective the day following final enactment.
