Amends Minnesota Statutes section 179A.20 to clarify that certain contract terms do not continue beyond a collective bargaining agreement's expiration date.

Prohibits wage or salary increases from continuing after contract expiration, including increases based on cost of living, longevity, education, training, performance, or merit.

Prevents employer contributions for insurance benefits from increasing above amounts paid under the expired contract after the expiration date.

Applies retroactively to collective bargaining agreements that expired before the bill's effective date, limiting wages and benefits to levels in effect on the enactment date.

Takes effect the day following final enactment.
