Appropriates $500,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to the city of South St. Paul for predesign and design of a floodwall extension.

Floodwall extension project covers the west shore of the Mississippi River from Interstate Highway 494 to the southern border of South St. Paul, including preliminary engineering evaluations for environmental impact and design features.

Funds are not available until the Commissioner of Management and Budget confirms at least an equal amount ($500,000) is committed from nonstate sources.

Authorizes the Commissioner of Management and Budget to sell and issue up to $500,000 in state bonds to fund the appropriation, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI.

Effective the day following final enactment.
