Excludes teachers from requesting interest arbitration under Minnesota's public employee labor laws, making them subject to a separate negotiation process.

Requires school boards and teacher unions to negotiate employment contracts only during the three-month period before September 1 when school is not in session.

If no agreement is reached by September 1 in odd-numbered years, negotiations must suspend until the next even-numbered year; employee compensation continues under the previous collective bargaining agreement during suspension.

If agreement is not reached in the even-numbered year negotiation period, the school board must submit the matter to an arbitrator selected by the Bureau of Mediation Services using final offer total package arbitration.

Prohibits teachers from striking and removes specific strike notice procedures that previously applied only to teachers; repeals Minnesota Statutes sections 123B.05 and 179A.18, subdivision 2, effective July 1, 2013.
