Appropriates $6,100,000 from bond proceeds to the Commissioner of Natural Resources for a grant to Wright County and the city of Monticello to jointly acquire 551 acres of land in the Bertram Chain of Lakes region.

Land acquisition includes shoreline along the north end of Long Lake and the entire shoreline of three undeveloped lakes in the Bertram Chain of Lakes for development as a regional park.

Funds are contingent on Wright County and Monticello entering into a joint powers agreement under Minnesota Statutes section 471.59 and establishing a joint powers board to govern the facilities, with each entity owning 50 percent interest as tenants in common.

Requires commitment of sufficient funds from nonstate sources to complete the land purchase before appropriated funds become available.

Authorizes the Commissioner of Management and Budget to sell and issue up to $6,100,000 in state bonds according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.
