Eliminates the Department of Corrections requirement to submit a biennial report on performance measures and targets by August 31 of odd-numbered years, effective immediately.

Authorizes the fugitive apprehension unit to apply for search warrants by removing the existing prohibition and designating unit members as peace officers under Minnesota law.

Establishes a mandatory gardening program at each state correctional facility where space and security permit, with produce used to feed inmates and surplus donated to local food shelves and charities.

Restores the commissioner's discretion to select inmates for the challenge incarceration program (changing from mandatory to optional participation) and requires reporting to the legislature on program capacity levels.

Permits victim notification by the Department of Corrections to be provided through an electronic victim notification system in addition to written notification, and allows victims to register for notifications through the system.
