Appropriates $612,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Red Wing for Sheldon Theatre renovation, design, construction, furnishing, and equipment.

Funds are available only when the commissioner of management and budget confirms that an equal amount ($612,000 minimum) has been committed from nonstate sources.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $612,000 to provide the appropriated funds, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
