Removes requirement that agencies certify no current state employees are able and available to perform services before contracting out professional, technical, and service contracts.

Eliminates requirement that contractors include state employees in development and training when contract work will be continued by state employees after completion.

Removes restriction preventing agencies from contracting out previously eliminated jobs for four years without considering former employees on layoff lists.

Repeals Minnesota Statutes sections 16C.085, 43A.047, and 179A.23 entirely.

Retains requirements that agencies demonstrate contract necessity, publicize availability, establish performance measures, and develop contract management plans.
