Lowers income eligibility threshold for the healthy Minnesota contribution program from 200 percent to 150 percent of federal poverty guidelines, effective July 1, 2012.

Implements a sliding scale for defined contributions that provides 106 percent of base contribution for enrollees at 150 percent of federal poverty guidelines, with adjustments for higher income levels.

Waives the six-month durational residency requirement for individuals enrolled in the healthy Minnesota contribution program who seek coverage with preexisting condition waivers through MCHA.
