Allows generating and transmission cooperative electric associations to file an optional report instead of a full integrated resource plan with the Public Utilities Commission.

Defines eligible cooperatives as those with at least 80 percent of member distribution cooperatives located outside Minnesota and providing less than four percent of electricity annually sold at retail in the state.

Requires annual reports by July 1 containing projected demand for 15 years and generation resources to meet projected deficiencies, which may use data from regional reliability organizations or other state utility commissions.

Permits cooperatives to submit aggregate data without separately reporting information for individual distribution cooperative members.

Takes effect immediately, but cooperatives must complete any pending integrated resource plans before electing to use this alternative reporting option.
