Amends Minnesota Statutes section 462.357 to require a 60-day public notice period for zoning ordinances or amendments involving large projects, instead of the standard 10-day notice period.

Defines "large project" as a project with an estimated cost that is ten times the average assessed value of properties within 350 feet of the affected property.

Requires notice to be published in the official newspaper, mailed to affected property owners and those within 350 feet, and made easily accessible at city or town hall and on the municipality's website at the time of publication.

Establishes that written public records requests under section 15.99 are not considered complete until the day following the conclusion of the required hearing for large projects.
