Expands exemption from firearms safety certificate requirement to include veterans who have completed basic training in the United States armed forces, reserve component, or National Guard, not just active duty personnel.

Changes the exemption from only waiving the range and shooting exercise portion to providing a full firearms safety certificate to eligible military personnel and veterans.

Allows the commissioner to require written proof of military training to verify eligibility for the exemption.

Permits persons with military basic training to obtain hunting licenses and approvals regardless of whether they receive a firearms safety certificate.

Applies exemption to both annual and lifetime hunting licenses for persons born after December 31, 1979.
