Appropriates $4,000,000 for early childhood education scholarships for preschool programs serving children ages 3 to 5 and evidence-based early literacy home visiting programs for children ages 18 months to 4 years

Allocates $250,000 of the appropriation specifically for a grant to the evidence-based Parent-Child Home Program

Establishes eligibility for families with children ages 3 to 4 on September 1 whose income is at or below 47 percent of state median income or who qualify through other public assistance programs

Requires the Department of Education to distribute scholarships on a first-come, first-served basis if annual appropriation is insufficient to serve all eligible children

Sets the ongoing program base at $2,000,000 annually, with any first-year unspent balance carrying forward to the second year
