Expands the Statewide Radio Board's authority to include emergency communications technologies beyond radio systems, with the option to elect to become a Statewide Emergency Communication Board overseeing 911 service coordination.

Updates definitions throughout Minnesota Statutes chapter 403 to reflect modern emergency communications terminology, including new terms for Next Generation 911 (NG911), ESInet (Emergency Services IP network), and origination service providers covering all communication technologies.

Allows federally recognized Indian tribes to be incorporated into regional radio board joint powers agreements when approved by participating government units, expanding regional emergency communication governance structures.

Establishes authority for regional radio boards to elect to become regional emergency communication boards with power to develop and maintain regional NG911 implementation plans consistent with statewide standards.

Modifies 911 fee structure and cost accountability requirements to accommodate emerging communication technologies and authorizes the commissioner to approve nondialing methods of accessing 911 service such as smart device applications.
