Establishes a Legislative Commission on United Nations Agenda 21 comprised of 8 members: 4 senators (3 appointed by the Subcommittee on Committees, 1 by senate minority leader) and 4 representatives (3 by house speaker, 1 by house minority leader)

Commission chair alternates between a senate and house member in January of each odd-numbered year, with the first chair elected from senate members at the initial meeting

Members receive no compensation, per diem, or expense reimbursement for commission duties, and vacancies must be filled within 30 days

Commission shall study the impact of United Nations Agenda 21 implementation by state and local entities, and prepare annual reports to the legislature by January 15 with recommendations and draft legislation to prevent such implementation

First members must be appointed by July 1, 2012, with terms ending the first Monday in January 2013; the most senior senate member shall call the first meeting
