Authorizes town boards to require property owners to install water and sanitary waste facilities and connect to town-operated sewer and water mains if the dwelling or commercial establishment abuts or is adjacent to such mains.

Town boards may adopt ordinances specifying the timeframe within which property owners must complete the required installations and connections.

If a property owner fails to comply within the ordinance timeframe, the town board may install the required facilities and connections itself.

Town boards may collect installation costs as a special assessment against the property that failed to comply.

Amends Minnesota Statutes 2010, section 366.01 by adding subdivision 13.
