Requires charter schools in their first three years of operation to receive 90 percent aid payments split equally across 24 payment dates, regardless of the current year aid payment percentage.

Charter schools not in their first three years receive equal aid payments on 16 payment dates (July through February) only when the current year aid payment percentage is less than 90 percent.

Establishes that charter schools in their first three years of operation must have a current year aid payment percentage equal to 90 percent, notwithstanding other statutory provisions.

Requires charter schools in their first three years to submit quarterly reports to the Department of Education listing students by grade, start and end dates, and learning year program hours.

Effective for fiscal year 2013 and later.
