Modifies county fee structure for family and group family child care licensing by changing the licensing inspection fee cap from a tiered system ($50 for one-year licenses, $100 for two-year licenses) to a flat annual cap of $150.

Maintains the existing $100 annual cap for background study fees for family and group family child care applicants and license holders.

Preserves county authority to reduce or waive fees for financial hardship, provider shortages, new providers, and providers with at least 16 hours of training.

Allows counties to permit installment payment plans up to one year and enables providers receiving state child care assistance to have fees deducted from assistance payments with state reimbursement to counties.

Maintains unchanged the $500 annual cap for licensing inspection fees charged to corporate applicants or license holders in adult and child foster care licensing.
