Amends Minnesota Statutes section 383E.17 to clarify the Anoka County Housing and Redevelopment Authority's powers and jurisdiction under Minnesota housing law.

Grants the Anoka County Housing and Redevelopment Authority jurisdiction over all areas within the county's territorial boundaries, except in municipalities with housing and redevelopment authorities established on or before May 3, 2011.

Allows municipalities to create housing and redevelopment authorities with county concurrence, and permits municipal authorities to request the county authority handle their housing duties in exchange for the county authority gaining exclusive housing jurisdiction in that municipality.

Specifies that transfers of housing duties do not include transfers of redevelopment duties.

Takes effect the day following final enactment.
