Allows federally licensed firearms importers, manufacturers, and dealers to possess and sell firearm silencers to state and local government agencies for authorized purposes only.

Authorizes licensed peace officers to use silencers during tactical emergency response operations, including execution of high-risk warrants, terrorism incidents, and hostage rescue, subject to written agency policies.

Permits wildlife management personnel (enforcement officers, wildlife area managers, and designated employees) to use silencers for wildlife control operations requiring stealth at times and locations authorized by the Commissioner of Natural Resources.

Prohibits personal use of silencers by any person except as expressly authorized by law; restricts commercial silencer possession and sales exclusively to government agencies.

Effective the day following final enactment.
