Replaces the Design-Build Project Selection Council with authority for the Commissioner of Transportation to select, evaluate, and support design-build projects on the state-aid system.

Removes the pilot program designation and cap of 15 maximum projects, allowing the commissioner to select projects each calendar year without a numerical limit.

Requires the commissioner to concur in request for qualifications (RFQ) and request for proposals (RFP) documents prior to solicitation by municipalities.

Changes the program expiration trigger from October 1, 2012 to upon completion of nine design-build projects.

Eliminates the requirement for the council to submit annual reports to the legislature on design-build program results and performance.
