Appropriates $2,800,000 from bond proceeds to the Commissioner of Public Safety for a grant to the city of Red Wing for a fire station and operational training facility project.

Eligible uses of funds include predesign, design, construction, furnishing, and equipping of the facility.

Funds become available only after the Commissioner of Management and Budget determines that an equal amount ($2,800,000 minimum) has been committed from nonstate sources.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $2,800,000 to provide the appropriated money, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
