Expands prohibition on residential contractors paying insurance deductibles to cover all "home repair or improvement services" rather than limiting it to roofing and siding work.

Removes siding contractors from the definition of "residential contractor" subject to the deductible payment prohibition, keeping only residential roofers, building contractors, and remodelers.

Maintains existing penalty that insurers are not obligated to consider estimates prepared by contractors who violate the deductible payment prohibition.

Adds section 325E.66 to the list of applicable laws enforced by the department under residential contractor licensing and registration rules.
