Exempts individuals being civilly committed as chemically dependent persons from requiring a Rule 25 assessment (Minnesota Rules, part 9530.6615) during the commitment period.

Allows counties to access consolidated chemical dependency treatment funds under section 254B.04 without completing the Rule 25 assessment for civilly committed individuals.

Requires counties to still verify that committed individuals meet financial eligibility requirements for consolidated chemical dependency treatment funds.

Preserves counties' ability to place individuals in treatment facilities or programs governed under chemical dependency treatment regulations regardless of assessment exemption.
