Appropriates $1,000,000 from bond proceeds to the University of Minnesota Board of Regents to remodel and equip the Engineering and Fisheries Laboratory on the St. Paul campus as an invasive species research center.

Appropriates $12,000,000 from bond proceeds to the Commissioner of Natural Resources to design and construct an Asian carp deterrent barrier and fund aquatic invasive species management infrastructure at public water access sites.

Authorizes the Commissioner of Management and Budget to issue up to $13,000,000 in state bonds to fund both appropriations.

Conditions the invasive species research center appropriation on the university securing sufficient matching funds from nonstate sources to complete the project.
